Democracy

 

Under the idea of the Rule of Law, democratic election is both an end and a means. Democratic election is an important mechanism to constrain powers. The highest officials exercising public powers must receive periodic authorization from citizens before they can exercise the powers granted by law to govern. As they must give serious considerations to the views of the citizens, the officials cannot govern arbitrarily. Electing officials to represent them to govern is also the fundamental political right of citizens.
