Legal Provisions

 

To satisfy the requirements of the Rule of Law, legal provisions must be open, clear and stable. If these basic requirements are not met, the legal provisions should deem to have no legal effect. The principle of interpreting the laws should recognize as far as possible the understanding the general public would have when they read the legal text in reaching the purpose of the legislation. In this way, what are required by the laws are ascertainable by citizens for them to plan their behaviour accordingly.
