Regulation by Law

Under this level of the Rule of Law, public order is maintained by law; citizens in general are willing to comply with the laws; and people resolve their disputes peacefully through legal processes. The most important requirement of this level is that the ruling regime commits publicly to regulate by law and law is its most important governing tool. To ensure government officials are bound by law, the ruling regime relies upon its internal disciplinary mechanism and the personal integrity of the government officials.
